    Sub-conclusion: In 1.1 – 1.3, that is, IT engineer training program in multi-media, software and network (not including 1.4 - Tsinghua IT Engineer Training in Network Game Development, Animation, Game Art, Digital Art and Mobile Phone Game which is in promotion), SCE sets up its teaching bases in most of Chinese areas covering more than 30 provinces and cultivating IT specialists the ability of solid theory and practical solutions. SCE has already trained several tens of thousands of IT specialists since 2002. SCE is successively honored with several awards such as comprehensive achievements award in IT education, yearly contribution award of nuclear competitiveness for education organization as well as the best influencing IT training organization in China.

    Others: The enterprises served by Tsinghua Distance Enterprise School cover 30 provinces, municipalities and autonomous regions across the country and 28 sectors, and 70% of the enterprises’ assets reaches more than 0.1 billion RMB Yuan. The program provides satellite equipment installments and tests for nearly 10,000 learning ends to meet the users’ requirements for synchronous learning through direct broadcasting, for self-learning through on demand programs and for customized courses. The program receives good response from our users and all circles of society.

    Others: The two-day training program discussed how to further improve investment environment which aimed to help small and medium-sized Enterprises and their managers have opportunities and momentum to invest efficiently, create more job opportunities and expand production scale.  The program was helpful to improve economic development and reduce the poverty which was welcomed by cadres who took charge of enterprise development in local county-level governments, cadres from agricultural bureaus, entrepreneurs, people from NGO and policy researchers.

    Others: The program, targeting different learners, provides four subjects such as Public Administration, Administration by Law, City Planning and Construction and County Construction and Development. Through studying in the direction of Public Administration, the Cadres from different counties learnt the front knowledge of public administration, learnt the newest policies and rules of central government, broadened their views and enhanced their administration capacities. Through studying in the direction of Administration by Law, the cadres from different counties learnt how to administrate by law under the guidance of scientific outlook on development and how to construct harmonious society under laws. City Planning and Construction of New Village House Construction Program has become common concern among people in various areas. Through studying in the direction of City Planning and Construction, the Cadres, taking charge of city planning from different counties, understood more rules of city planning stipulated by the central government. The program made them to focus more on local features when planning cities and towns and to consider more rationally instead of following suits. Through visiting some pilot bases of new village construction in Beijing suburbs, the learners were inspired from theory and practice. The subject of County Construction and Development is designed under the background of Financial Tsunami for cadres in different counties to learn what is Financial Tsunami, how to challenge the financial crisis and how to promote the county’s sustainable economic development.

Through studying in the direction of Enterprise Management, the managers in enterprises learnt to use the advanced and front knowledge to run their enterprises  which facilitated their improvement in management efficiency and their enterprises’ sound development Through studying in the direction of Education Economy and Management, the administrators from primary and secondary schools and from the education bureaus grasped some knowledge of education management so as to do better in their management work. Through studying in the direction of Civil and Business Law,  the learners’ views were broadened and they started to understand the law.

    Multimedia material: CDs of nearly 150 learning hours  for Education Administration Training Program for school presidents, CDs of 590 learning hours  for the Program of Real Time Classes for Students of Primary and Secondary Schools and Moral Quality Education. The two programs are cooperative programs between Tsinghua and HKS EDUCATION FUND LIMITED.
    Others: Through studying in the program, the presidents in primary and secondary schools in poverty-stricken areas grasped advanced management concepts. The presidents expressed that the program produced profound influence on their schools’ long-term development. In addition, English Teacher Touring Lectures in summer made contributions to the development of teacher resources in poor areas. In this program, the professors from Department of Foreign Languages of Tsinghua University headed for Poverty Counties to bring advanced teaching concepts and methods to local English teachers. Moreover, the Program of Real time Classes for Students of Primary and Secondary Schools and Moral Quality Education improve primary and secondary schools’ teachers’ understanding of the new course standard and is helpful for them to master new teaching methods and concepts.

    Others: The MOE’s Humanities and Social Science Plan Project with fund of 50,000 RMB Yuan, “Study on the Operation Mechanism of University Enterprise Co-Constructing Learning enterprises” was approved in Dec. 2006. Professor Hu Dongcheng, Dean of School of Continuing Education, Tsinghua University leads the research. This project makes a detailed theoretical analysis and practical explanation of the problems in establishing learning enterprises. It further enriches and perfects the current research results in university enterprise cooperation. The research is composed of three parts: 1) the feasibility and necessity analysis of university enterprise co-constructing learning enterprises, 2) the operation mechanism of university enterprise co-constructing learning enterprises, 3) the case study of co-constructing learning enterprise between Tsinghua University and Xinxing Ductile Iron Pipes Group Co., Ltd. The research team has basically finished literature study and material preparations in the project prophase since the approval in Sep. 2006, and has basically finished the first part and the third part of the research. In May 2008, the project passed the China’s MOE examination in the middle phase. At present, the research team has published one academic thesis - The Role of the University in the Building of Learning-Enterprises on Tsinghua Journal of Education, and has finished two research reports - The Status and Role of the University in the Building of Learning Organizations for enterprises, and The Drive Mechanism, Optional Mechanism and Interest Mechanism of University Enterprise Co-Constructing Learning Enterprises. The project will be concluded in Dec. 2009.

    Others: The MOE’s major subject of national “11th Five-Year Plan" programs of educational science, “The Current Situation Survey for Education Training Organizations and Research on Construction Standard” with fund of 20,000 RMB Yuan was approved in Aug. 2008. Professor Hu Dongcheng, Dean of School of Continuing Education, Tsinghua University leads the research. In Nov. 2008, the subject passed review. The subject comprises four parts of research: 1) survey research on current situation, 2) analysis of survey results, 3) research on construction standard, 4) proposing policy suggestion. The research team launched literature study in Aug. 2008. According to the research plan, the project will be concluded in Dec. 2010.

  • Title:  Research on Development of Accreditation in Engineering Training and Education (DAETE) Project of International Association for Continuing Engineering Education(IACEE)(This research mainly focuses on the self-assessment standard on continuing education)

    Multimedia material:  – Others: The research was launched in June 2008. At present, the translation work for the research has been finished. Next step will start self-test at Tsinghua University. Based on it, the research aims to stipulate assessment standard for continuing education with Chinese characteristics under the international background.
2. Conferences/Congresses/Meetings

The 8th Forum on 21st Century Continuing Education was held on November 12-13, 2008 in Guilin in Guangxi Zhuang Autonomous Region. The forum was hosted by School of Continuing Education (SCE) of Tsinghua University, and organized by the UNESCO Chair for Continuing Engineering Education, the Continuing Education Center of China Association for Science and Technology, SCE of Tsinghua University and the Continuing Education Center of PLA General Armament Department. It was also supported by Personnel Department of Guangxi Zhuang Autonomous Region and Sub-association of Continuing Education for Chinese Association of Higher Education.
The Forum took continuing education development and innovation as its theme and featured presentations and discussions on four topics: development strategies for continuing education, assessment system for quality control, scientific and technical personnel cultivation, and university enterprise cooperation models.
The Chairholder Professor HU Dongcheng, Vice Chairman of Tsinghua University Council and Dean of School of Continuing Education delivered a keynote speech and deeply analyzed the basic characteristics of education training and current development situation and put forward the ideas for development in reform and innovation of education and training.
The forum also invited foreign experts to share their ideas with the participants. Dr.Frank Burris, Director of Engineering, Information Systems & Technical Management at UCLA Extension and also a senior expert from IACEE (International Association for Continuing Engineering Education) as well as ASEE (AMERICAN SOCIETY FOR ENGINEERING EDUCATION), delivered a keynote speech on continuing education of University of California as well as IACEE and quality assessment of continuing education. Mr. Tan Yew Sing, President of INTI International University College, delivered a keynote speech on the strategy and models of promoting continuing education.
The forum achieved great success. Over 160 people from more than 130 organizations attended the forum which reached the largest scale and covered the most areas and sectors among all the forums over previous years. The forum has become a good form and an effective carrier for research on continuing education and experience exchange, and it plays an active role in facilitating the development of continuing education in China.
