2014 Graduation Ceremony for Joint Master Program of Applied Finance between Tsinghua University and Macquarie University and 50th Anniversary Ceremony held in Beijing

2014 Graduation Ceremony for Master Program of Applied Finance cooperated between Tsinghua University and Macquarie University and the 50th anniversary ceremony were held at China World Hotel in the evening on Nov.5, 2014. More than 50 graduates, mostly Chinese Students, from Beijing program and other programs of Macquarie University attended the graduation ceremony and more than 200 alumni of Macquarie University attended the 50th Anniversary Ceremony. Dean Gao of Tsinghua University School of Continuing Education and Vice Chancellor S Bruce Dowton of Macquarie University attended the ceremony and delivered speeches.
Dean Gao expressed that the cooperated Master Program had stepped into a sound track under the mutual endeavors in the past decade, and had aroused attention and gained recognition in the circle of finance and education. The program has established a good brand with high quality in education training. Dean Gao expressed his congratulations on graduates. Meanwhile, Dean Gao spoke very highly of the great support from various levels of Macquarie University.
Vice Chancellor S Bruce Dowton expressed his love of China and thanks of Tsinghua University, hoping the good cooperation with Tsinghua would continue and the optimization of the program would be promoted so as to create a better Applied Finance Master Program.
Subsequently, Vice Chancellor S Bruce Dowton and Dean Gao respectively conferred Master Degrees of Applied Finance Program and awarded Certificate of Completion of Tsinghua University to students studying in Beijing. Among the distinguished guests were Deputy Vice Chancellors Ms Deidre Anderson, Mr.David Wilkinson and Mr.Jim Lee, Dean Mark Gabbott from Business and Economics, Ms. Janet Greeley from Human Sciences and Dean Alex Frino from Department of Marketing and Management, Director Kevin Jameson from Applied Finance Centre as well as Vice Dean Meng Zhihe and Director Li Siyuan in Financial Training Center from Tsinghua University School of Continuing Education.

Training held for launched Bank of China-Tsinghua University Distance Learning Center founded by HKS Education Fund Limited

On June 19, 2012, Training was held for launched Bank of China-Tsinghua University Distance Learning Center founded by HKS Education Fund Llimited in Tsinghua University. Among the attendees are Mr. Wang Xinyu, Vice Mayor in Xianyang in Shaanxi Province, Mr. Chen Wei, Head of Party Affairs Office in Bank of China, Ms. Yan Guizhi, Vice Secretary of CPC SCE Committee, Ms. Huang Li, Director of Educational Poverty Alleviation Office, Ms. Liu Juan, Director of Chinese and Foreign Culture and Cultural Industry Training Center and Mr. Zhang Xiaoduo, Honghuagang representative in Zunyi in Guizhou Province from distance learning centers. The ceremony was hosted by Ms. Zhang Hong, leader of 6th poverty alleviation team of Bank of China and Vice Secretary-general of Xianyang government in Shaanxi Province.
The 4-day training, funded by Bank of China, has 34 learners dispatched by education systems in 13 counties in Xianyang in Shaanxi Province. Teachers were from Tsinghua University and Bank of China. After the ending of the class, Tsinghua University, funded by HKS Education Fund Limited, would establish free of charge distance learning centers for the 13 counties’ primary and middle school. The established centers will receive education resources with 3000 learning hours offered by Tsinghua University every year.

40th training for bureau-level officials in Chongqing held

On June 14, 2012, 40th training for bureau-level officials in Chongqing was held. Assistant of Dean Chen Xiaogeng from School of Continuing Education, Tsinghua University, Class supervisor and Vice Inspector Chen Xiaohui from Party School of CPC Chongqing Municipal Committee, Study monitor, Chief Engineer and Political Commissar of Chongqing Municipality Zhang Jianhua attended the ceremony.
The class is the second cooperation with Organization Department of CPC Chongqing Municipal Committee and Party School of CPC Chongqing Municipal Committee since this year. Within one week, 39 bureau-level officials from various units in Chongqing discussed four aspects, including governance, city development, current situation and on-site visit.

Leadership Enhancement Training for Officials from Qinghai Province Held

On June 23, 2012, the opening ceremony of Leadership Enhancement Training for Qinghai’s Officials was held in Zijin Building in Tsinghua University. Mr. Li Qiang, Deputy General-Director and Member of CPC Party Leadership Group of National Bureau of Statistics of China(NBS), Mr. Tian Lusheng, Director of Education and Training Center of NBS, Ms. Zhao Yuhua, Member of CPC Party Leadership Group and Deputy General-Director of Qinghai Statistical Bureau, and Mr. Li Jiaqiang, Dean of Tsinghua University School of Continuing Education, Tsinghua Universitry attended the ceremony and delivered speech. The ceremony was hosted by Mr. Gan Pengfei, Director of Northwest Management Training Center of School of Continuing Education.
The 5-day Training, designed according to National Medium- and Long-Term Plan for Human Resource Development and the demand of Qinghai Statistical Bureau, covered Chinese macro-economy analysis, Sino-US relations and its economic and trade pattern, crisis management and media response, team building, leadership art and government affairs etiquette, etc.

Management Training Class for Cadres in the Third Research Institute of CASIC Held

On June 11-15, 2012, Multiple-skilled Talent Training Center for Military and Civil Service was entrusted by China Aerospace Science & Industry Corp (CASIC) to tailor management training for their cadres. Mr. Dong Qun, Vice Secretary of CPC Committee of the institute, Ms. Zhang Li, Director of Human Resources Department of the institution, Mr. Li Jiaqiang, Dean of Tsinghua University School of Continuing Education (SCE), Ms.Wang Xiaoping, Director of Multiple-skilled Talent Training Center for Military and Civil Service addressed the ceremony. High-level Cadres from the institution took part in the meeting. The class is the fourth cooperation with the third Research Institute.

The First Medical Innovative Administration Class Held

On June 8, 2012, the opening ceremony for the first medical innovative administration class was held in Tsinghua University. Mr.Li Jiaqiang, Dean of Tsinghua University School of Continuing Education (SCE), Mr. Wang Yu, Director-General of Department of Medical Administration in Ministry of Health (MOH), Mr. Li Hongshan, Executive Vice President and Secretary-general of Chinese Hospital Association, Mr. He Saide, President of Xian-janssen Pharmaceutical Ltd attended the ceremony and delivered speeches. Other attendees are Mr. Jiao Yahui, Director of the Medical Management Division under MOH’s Department of Medical Administration, Mr. Zhuang Yiqiang, Vice Secretary-general of Chinese Hospital Association, Ms. Gu Lihong, Senior Advisor of Xian-janssen Pharmaceutical Ltd and Ms. Chen Qian, Director of Medical Health Training Center. 55 learners from nationwide upper first class medical organizations will participate in one-year training. The target of this program is to promote medical administration and medical staff’s comprehensive management abilities as well as enhance management efficiency and medical quality.

SCE Accredited Pilot Centralized Training in State-level Training Plan

In accordance with the document of implementing State-level Training Plan for Teachers in Primary and Middle Schools issued by Ministry of Education (MOU) and Ministry of Finance (MOF), MOU launched the State-Level Training Plan in Feb. 2012 in order to select high-level higher education to conduct the training.
School of Continuing Education (SCE) firstly represented Tsinghua University to participate in the accreditation application for State-level Training Plan. On May 9, 2012, MOE organized experts to review the application material and held program debate. Among the attendees are Mr. Diao Qingjun, Secretary of CPC SCE Committee and Vice Dean of Tsinghua University SCE, Ms. Liu Juan, Director of Chinese and Foreign Culture and Cultural Industry Training Center and Ms. Liu Yanping, Program Manager. On May 18, 2012, MOE published accredited organization list, and our school was accredited training in the field of psychological health education.

SCE signed long-term framework agreement with Organization Department of CPC Mianyang Municipal Committee

On May 7, 2012, the opening ceremony for the first class of Mianyang Innovative Leadership Enhancement Training was held in Unisplendour International Center in Tsinghua University. Ms. Feng Xuelian, Deputy Director of Mianyang Municipal Committee Organization and Mr. Diao Qingjun, Secretary of CPC SCE Committee and Vice Dean of Tsinghua University School of Continuing Education (SCE) attended the ceremony and signed the framework agreement, co-developing next three years’ training for cadres in Mianyang.
The class is the first one under the agreement. Learners are all department-chief-level cadres. The courses mainly focus on balancing urban and rural development, promoting socialist new village construction, inviting overseas investments, social issue analysis in China, land management in the urbanization process.

Canadian Delegation from UOIT visited SCE

In the afternoon on May 6, 2012, Professor Li Jiaqiang, Dean of School of Cntinuiong Education (SCE) met with a 3-person delegation headed by President Dr. Tim McTiernan from University of Ontario Institute of Technology (UOIT), and Associate Provost Dr. Michael Owen also attended the meeting. Others included Vice Dean Meng Zhihe and Assistant of Dean Lu Zhiqiang from Tsinghua University SCE. Dean Li Jiaqiang delivered welcome address, hoping that UOIT’s visit would promote tangible cooperation among colleges of both universities and between the two universities. Two sides explored cooperation in Chinese students’ studying abroad, short-term training for overseas people and exchange of teachers and students.

65th Class in Public Administration Training for Health System Held

The opening ceremony for 65th Class in Public Administration Training for Health System was held in Unisplendour International Center on April 18, 2012. Among the attendees are Mr. Diao Qingjun, Vice Dean of School of Continuing Education (SCE) and Secretary of the CPC SCE Committee, Mr. Liao Xinbo, Deputy Director-General of Department of Health of Guangdong Province, Mr. Ou Jingcai, Vice Chairman of Guangdong Province Hospital Association. The ceremony was hosted by Vice Director Chen Qian from SCE Medical Health Training Center. About 41 senior management personnel in county-level hospitals from Guangdong Province attended the 4-day training. After the ceremony, Mr. Liao Xinbo gave a lecture about medical reform in county-level hospitals from the point of view of local medial career development.

Social Management and Innovation Training of Tsinghua University Educational Poverty Alleviation Program held

Social Management and Innovation Training of Tsinghua University Educational Poverty Alleviation Program was held on March 20-30, 2012. About 211 cadres from Anhui, Gansu, Xinjiang, Qinghai in 29 distance learning centers attended the face-to-face training.
Assistant of Dean Ning Hong, Director Huang Li from Educational Poverty Alleviation Office addressed the opening ceremony. More than 1000 cadres at distance learning centers in Sichuan, Fujian, Hebei, Guizhou and Jiangxi, etc participated in the learning through distance system.
The training offered some case studies and courses, such as Innovation thinking and leader arts, social management innovation and social administration by law, establishing harmonious society, rethinking of nuclear value in modern society.

Class on Transport Work Safety and Management in Inner Mongolia Autonomous Region held

Training on Transport Work Safety and Management in Inner Mongolia was held in the afternoon on March 20-26, 2012. 167 cadres taking charge of transport work safety are from 12 cities and 101 counties in Inner Mongolia Autonomous Region. Vice Dean Meng Zhihe, Assistant of Dean Ning Hong attended the opening ceremony and introduced our school. Mr. Dai Gui, Deputy Director-General of Communications Department in Inner Mongolia Autonomous Region delivered speech and Mr. Weng Lei, Deputy Director of Safety Inspection Office in Ministry of Transport introduced the focus in transport work safety in 2012.
The 6-day training, held in two classes, focused on transport work safety and management, safety responsibility, accidents coordination and disposal, accident countermeasures.

SCE launched a second round plan of “a thousand people training”

In the afternoon on March 20, 2012, a signing ceremony of a second round plan of “a thousand people training” between School of Continuing Education(SCE), Tsinghua University and China Southern Airlines was held for base managing personnel in Lecture Hall, Main Building of Tsinghua University. Among the attendees are Mr. Li Jun, Deputy Director of the Civil Aviation Administration of China, Ms. Huang Lihui, Executive Vice Chairwoman of Labor Union, Mr. Yang Jian, Chairman of Supervision Commission sent in China Southern Airlines by the State Council, Mr. Tan Wangeng, Secretary of the Communist Party Committee of China Southern Airlines and President of China Southern Airlines, Ms. Yang Lihua, member of Communist Party Committee of China Southern Airlines, Vice President and Chairwoman of Labour Union as well as Mr. Li Jiaqiang, Dean of SCE. In the next three years, 10 classes will be held for about 1000 base managing personnel in China Southern Airlines. “a thousand people training” plan for China Southern Airlines has been held in SCE since June 2009, totaling 1040 people trained.

The Delegation of Missouri University of Science and Technology visited Tsinghua University

In the morning on March 23, 2012, Professor Venkat Allada, Vice Provost of Graduate Studies and Professor Jerry Tien, taking charge of international affairs, visited Tsinghua University. Dean Li Jiaqiang from School of Continuing Education (SCE) met with the delegation in the school’s meeting room. Deputy Director Yang Qingmei from Office of International Cooperation and Exchange, Vice Dean Zhang Wei from Department of Industrial Engineering, Vice Dean Jin Tao from Department of Mechanical Engineering, Director Xu Fei from Training and Employment Center of Department of Electrical Engineering, Vice Dean Meng Zhihe and Asisstant of Dean Lu Zhiqiang from SCE attended the meeting. In the evening on March 11, 2012, the First Advanced Training Class for Medium and high level management personnel from Baogang Group was held by North-China Management Training Center of School of Continuing Education (SCE), Tsinghua University. Professor Gu Binlin, former president of Tsinghua University, Mr. Zhou Bingli, Board Chairman and Secretary of the CPC Baogang Committee attended the ceremony and delivered speech. Others among attendees were Mr. Wei Shuanshi, Vice Secretary of the CPC Baogang Committee, Mr. Jia Zhenguo, Secretary of the Discipline Inspection Commission, Ms. Meng Fanying, Member of Standing Committee of CPC Baogang Committee and Director of Organization Department (Human Resource Department), Mr. Li Jiaqiang, Dean of SCE, Mr. Meng Zhihe, Vice Dean of SCE, Ms. Yu Shi, Director of North-China Management Training Center of SCE. The Ceremony was presided by Ms. Lang Xiaohong, Assistant of Dean and Head of Management Departnment in SCE.
The Class arranged five-day study covering 9 courses including Macro-economy Analysis, Enterprise Executive Ability, Leadership Science and Arts, Project Management, etc. In accordance with the mutual agreement in talent cultivation, SCE will offer 11 training classes for Baogang Group after the end of this training.

Shanxi Training Class on Shifting the Economic Development Pattern and Developing Export-oriented Economy held

On March 5, 2012, A Five-day Training Class on Shifting the Economic Development Pattern and Developing Export-oriented Economy, organized by Shaanxi Provincial Administration of Civil Service, was held in School of Continuing Education (SCE), Tsinghua University. Mr. Miao Jinhua, Director-General of Shaanxi Provincial Administration of Civil Service, Mr. Wang Yanwen, Director of Administration Office of Professional Training, Tsinghua University, Mr. Li Jiaqiang, Dean of SCE, Mr. Gan Pengfei, Director of North-West Management Training Center of SCE attended the ceremony and delivered speeches. About 58 cadres of division level taking charge of economic work are from provincial authorities and municipal(district) government in Shaanxi Province.
At the ceremony. Dean Li Jiaqiang gave brief introduction to Tsinghua’s history and culture as well as SCE, and illustrated SCE’s development strategy – top-quality, Internationalization, Informatization and Corporate group. He also pointed out that talent strategy was the prior strategy among all the strategies in Western Development in China, which effectively ensured the development of local politics, economy and culture. SCE will make contribution to Shaanxi’s development, platform building and talent cultivation.

2011 Graducation Ceremony

On Nov.11, 2011 at 7:00pm, 2011 Graduation Ceremony for Master of Applied Finance cooperated between Tsinghua University and Macquarie University was held at Marriott Beijing Northeast.  Professor Hu Dongcheng, Vice Chairman of Tsinghua University Council, Dean of School of Continuing Education (SCE), attended the ceremony and made address. Ms. Elizabeth Crouch, Deputy Chancellor of Macquarie University and Executive Vice Dean Li Jiaqiang of SCE respectively bestowed Master of Applied Finance and Training Certificate in Applied Finance upon postgraduates. The ceremony was hosted by Mr. Qin Baobo, Director of Financial Training Center of SCE.
Among the attendees are Professor Judyth Sachs, Macquarie's Deputy Vice-Chancellor (Provost), Professor Mark Gabbott, Macquarie's Executive Dean of the Faculty of Business and Economics, Professor Kevin Jameson, Macquarie's Director of Applied Finance Center, Professor Steve Christie, Macquarie's Director-China of Applied Finance Center and Professor Xia Guangzhi, Tsinghua’s Deputy Director of Office of International Cooperation and Exchange.

The Program has been jointly held by Tsinghua University and Macquarie University with approval of Chinese Ministry of Education. It aims to foster senior international financial professionals meeting the State’s urgent demand. The first class opened in 2005. Until now, 7 classes have been successfully held. The Master of Applied Finance Program has also been offered by Macquarie University in Tokyo, Hong Kong and Singapore.

Vice-Chancellor of University of Canterbury in New Zealand visits Tsinghua University

In the morning on Nov.4, 2011, Dr. Rod Carr, Vice-Chancellor of University of Canterbury in New Zealand visited Tsinghua University School of Continuing Education. Dr. Nello Angerilli, Pro-Vice-Chancellor (International/Student Services), and Mr. Graeme Steven, Head of Alumni and Development, accompanied Dr. Rod Carr on his visit.
Professor HU Dongcheng, Vice Chairman of Tsinghua University Council, Dean of School of Continuing Education (SCE), Professor Li Jiaqiang, Executive Vice Dean of SCE, Dr. Lu Zhiqiang, Assistant to Dean, had a talk with Dr. Rod Carr.
Dr. Rod Carr, firstly, introduced the University of Canterbury’s history, discipline advantages and international strategy and expressed his hope to conduct multi-aspect cooperation with SCE.
Professor Hu, representing SCE, extended warm welcome to Vice-Chancellor’s visit, and expressed that University of Canterbury shared many similarities with Tsinghua University in Comprehensive, Research-focused, open and international university. Later, Professor Hu gave a detailed introduction to SCE’s training and concluded the school’s development objects characterized by three highs – high-level learners, high-quality teaching and high efficient management as well as concluded the school’s development strategy characterized by three Is- Information, Innovation and Internationalization. Dr. Rod Carr also used three Cs to conclude University of Canterbury – Challenge, Concentrate and Connection, and pointed out that the Connection was similar with internationalization of SCE.
International Education Training Center introduced its international programs to visitors. Both sides explored cooperation in Prep courses for studying abroad, short visit training to China and overseas, joint distance education and research. Both sides hoped to contact further to actively boost tangible cooperation.

Debate Activity and Signing Ceremony of 2011 Summer Service and Learning Program

In the afternoon on Oct.13, 2011, the Debate Activity and Signing Ceremony of 2011 Summer Service and Learning Program of Tsinghua University and Tseng Hin Pei Charity Fund was held in the former Conference Hall of Tsinghua University School of Economics and management. Mr. Tseng, Executive Director of Tseng Hin Pei Charity Fund in Hong Kong, Mr. Diao Qingjun, Secretary of the General CCP branch and Vice Dean of Tsinghua University School of Continuing Education (SCE) addressed in the meeting.
In the meeting, Tseng Hin Pei Charity Fund, Tsinghua University Education Foundation and SCE signed a donation agreement for 2012-2013 Summer Service and Learning Program of Tsinghua University and Tseng Hin Pei Charity Fund. Tsinghua University Committee of the Communist Youth League and SCE signed a memorandum on supporting Tsinghua University Committee of the Communist Youth League to conduct social practice activity for students. After the signing ceremony, 12 teams, participating in this year’s activity, shared achievements and experiences through presentations and debates.

British University of Birmingham Pro-Vice-Chancellor and Head of College of Social Sciences Visits

Professor Edward Peck, Pro-Vice-Chancellor and Head of College of Social Sciences of British University of Birmingham Visited Tsinghua University on Sep.9, 2011. Executive Vice Dean LI Jiaqiang of School of Continuing Education(SCE), Tsinghua University had a discussion with Professor Peck on cooperative programs.
Later on, Professor HU Dongcheng, Vice Chairman of Tsinghua University Council, Vice Chairman of Tsinghua University Academic Committee and Vice Chairman of Tsinghua University International Academic Exchange Committee, representing Tsinghua University, met with the visitors in Gongziting and extended warm welcome. Professor HU introduced the one-hundred-year history of Tsinghua University, its discipline structure, talent cultivation targets and cooperative situation of the two universities. Professor Peck also shared University of Birmingham’s development in relative fields and future planning with participants. Mr. Kuang Qitao, a Loving Hong Kong man, donates to Tsinghua University Education-Aiding-the-Poor Project

On Oct. 8, 2011, the signing ceremony of Mr. Kuang Qitao’ supporting Tsinghua University Education-Aiding-the-Poor Project was held in Zhuhai. Among the attendees are Mr. Kuang Qitao, Mr. Lee Yu Leung, Chairman of China Fortune Foundation Limited(CFF), Ms. Leona Wai-ling LAM, Principal of Tai Po Old Market Public School in Hong Kong, Mr. Monty Fong, CEO of Wah Yan One Family Foundation Limited, Ms. Pat Chan, Project Director of CFF, Professor Wu Gengsheng, former Vice Dean of our School (School of Continuing Education, Tsinghua University), and Ms. Huang Li, Director of Educational Poverty Alleviation Office, Tsinghua University. Mr. Kuang Qitao donated RMB 200,000 Yuan to support principals training of primary and middle schools which would be held in 2012. According to the Mr. Kuang’s requirement, about 80 principals from primary and middle schools in nationwide poverty areas will be invited to attend the five-day principal training which aims at improving the management ability of principals in poverty areas and bolstering education cacee development.  
Dr. Kuang Qitao, Honorary Consultant of Hong Kong New Territories Headmasters Conference, has been awarded Hong Kong SAR Government “Medal of Honor”. Dr. Kuang has been engaged in mainland education career for years and has established several Hope Primary Schools in mainland.

SCE cooperates deeply with Shanxi Province in training cadres

On August 30, 2011, the signing ceremony of self-ordered course program for Shanxi base-level cadres was held in Tai Yuan in Shanxi Province. As Tsinghua University training base and a representative of training bases outside Shanxi, Chen Xu, Vice Secretary of the CPC Tsinghua University Committee attended the signing ceremony and made important remarks.
Vice Secretary Chen Xu expressed, as the cadre training base which will be based on national situation and CPC situation, Tsinghua university would take full advantage of cadre training, continuously improve the pertinence, effectiveness and scientific nature of cadre training, try to provide elite training courses satisfied by cadres, organizations and the state for carder self-ordered course program, help cadres widen sight, expand thinking, and improve scientific governance as well as serve cadre s’ lifelong learning and knowledge renewal.
In the ceremony, Ms. Deng Liman, director of Administration Office of Professional Training, representing Tsinghua University, signed with Shanxi Provincial Party Committee an education and training cooperative agreement (Framework) for Shanxi cadres. Later on, Mr. Li Jiaqiang, Executive Vice Dean of School of Continuing Education (SCE) of Tsinghua University, attended a symposium on deepening the cooperation in cadre education and training and made exchanges with attendees in receiving and accomplishing training work. Director Deng Liman and Ms. Lang Xiaohong, Assistant of Dean, signed an agreement on self-ordered course training program for base-level cadres in Shanxi in 2011 with 10 organizations, as Organization Department of Shanxi provincial organs working committee and Organization Department of Taiyuan Municipal Committee, etc.
In 2009, Organization Department of the CPC Central Committee established the first batch of national cadre education and Training bases in 7 Higher Education Institutions in Beijing, including Tsinghua University and Peking University, which conducted self-ordered course pilot programs for selected cadres at Departments and Bureaus level under Central Government and State Organs. In early 2011, Organization Department of Shanxi Provincial Committee conducted self-ordered course training for its base-level cadres through open tender among 13 Higher Education Institutions selected by Organization Department of the CPC Central Committee and Higher education institutions in Shanxi Province. According to the needs and features of Shanxi Provincial cadre training, SCE provided a self-ordered learning menu with 11 subjects and 148 courses based on current situation which were innovative, foresighted and practical. The courses received good response. At moment, 27 classes and 1800 cadres in total choose to participate in our training, which takes up the most training in Shanxi cadre training program among training providers outside Shanxi Province.

SCE Signs a Cooperative Frame Agreement with Xinjiang Safe Production Supervision and Administration Bureau

On July 28, 2011, School of Continuing Education(SCE), Tsinghua University signed a comprehensive agreement with Safe Production Supervision and Administration Bureau in Xinjiang Uygur Autonomous Region. Mr. Mai-Mai-Ti•Ai-Sha, Secretary of the Party Leadership Group of the Bureau, Mr. Li Jianghui, Director of Human Resources and Education Office, Mr. Li Jiaqiang, Executive Vice Dean of SCE, Mr. Zhang Muhan, Head of Professional Training Department of SCE and Ms. Fan Kaibo, Director of Public Safety Research &Training Center of SCE attended the signing ceremony.
Executive Vice Dean Li Jiaqiang expressed that the cooperation was not only an innovative measure in capability construction for cadres in Xinjiang Safe Production Supervision and Administration Bureau and also embodied our support to Xinjiang development in talent and wisdom. Secretary Mai analyzed current development trend, current situation of Safe Production and future work plan in Xinjiang Uygur Autonomous Region.
In accordance with the agreement, SCE will take full advantage of the platform integrating education resource in the next five years, and conduct comprehensive cooperation with Xinjiang Safe Production Supervision and Administration Bureau in cadre training, learning forum, online learning for cadre and the construction of emergency rescue base and give support and assistance to Xinjiang in international exchange and subject R&D regarding safe production as well as in talent introduction.

June witnesses a series of real estate training programs in SCE, Tsinghua University

This June has seen five real estate programs in engineering project management, investment & finance and financial & tax management, professional manager in property management, practical training for CEO as well as marketing planning. Total number of new learners reached 180. Since 2000, real estate programs in School of Continuing Education(SCE), Tsinghua University have offered 10 elite training programs with more than 5000 person-times trained, such as real estate engineering, real estate finance, real estate marketing, property management and real estate agency service.

Tsinghua University Educational Poverty Alleviation Office assists the program survey of MOE-UNICEF Special Post Plan

On June 16, 2011, the program survey meeting of MOE-UNICEF Special Post Plan was held in Room 503- a direct broadcasting class, North Building, Architecture School, Tsinghua University. Director Huang Li of Educational Poverty Alleviation Office of Tsinghua University, chief expert employed by MOE and Professor Zheng Xinrong and her research team of Beijing Normal University attended the meeting. The Special Post Plan (2011-2015) is an important joint program between Chinese MOE and UNICEF (United Nations International Children's Emergency Fund). The program will mainly conduct the grass-roots survey, investigating the current situation of the plan implementation. The survey report is of great significance to the development of rural teachers and the policy implementation of the Special Post Plan in our country. Tsinghua University Educational Poverty Alleviation Office is entrusted by MOE to hand out questionnaires in 37 counties where our Distance Learning Centers are established.

Tsinghua University SCE actively promotes cooperation with local governments to conduct talent training projects.

In May, 2010, The School of continuing Education (SCE), Tsinghua University established Liaoning Provincial Talent Training Base with cooperation of Organization Department of Liaoning Provincial Committee, Liaoning Provincial Department of Human Resources and Social Securities and Liaoning Provincial Administration of Civil Service. The base aims to promote the construction of high-quality personnel and the comprehensive revitalization of Liaoning old industrial base. In the same month, SCE signed a cooperative agreement with Liu Zhou Science and Technology Bureau on training party and administrative cadres as well as scientific and technical personnel in enterprises. In August 2010, SCE signed a cooperative framework agreement with the Organization Department of Zhengzhou Municipal Committee on talent training. Both sides discussed questionnaire survey for knowledge demand, cooperative survey for research subjects, talent training scale, training outline, training details and Alumni Association, etc.
On the basis of cooperation with such local governments as personnel bureaus, organization departments, economic and trade commissions, science and technology bureaus and medium and small-sized enterprise bureaus, SCE actively promotes the cooperation with local governments and local enterprises to build long-term cooperative relations with local governments and enterprises. The efforts facilitate forming sustainable development mechanism and effectively strengthen comprehensive competitiveness for local area and local enterprises.
Following the establishment of talent training base in Foshan in Guanghzou Province in 2003 and talent cultivation project in Yantai in Shandong Province in 2007,SCE also cooperated with Changzhou Economic and Trade Commission in Jiangsu Province in 2007 to establish an education training base and a distance learning center.
Both sides jointly conducted high level training for party and administration cadres, enterprise management personnel and technical professionals. The training courses included public administration, city planning and construction, enterprise self-innovation and development, regional economy and overseas investment attraction, building socialist new villages and social work, etc. In 2008, SCE also signed long-term talent training agreements respectively with Guangxi Zhuang Autonomous Region Government and Erdos Municipal Government. The agreements focused on such fields as public administration, enterprise management, science and technology to conduct large-scale, niche-targeting, systematic and standardized  training.
SCE provides wisdom support for local economy and social development through comprehensive, multi-level, multi-form and binding long-term strategy with cooperative cultivation. SCE hopes to conclude new experiences and explore new models based on the cooperation with local governments.

Tsinghua University SCE makes great efforts to strengthen cooperation with enterprises to build enterprise sustainable development mechanism.

The School of continuing Education (SCE), Tsinghua University cooperates with enterprises mainly in the forms of enterprise internal training, research consultation and alumni, etc.
In enterprise internal training, SCE tailors enterprise training programs for such enterprises as Shougang Group, Kun Steel Holding, China National Offshore Oil Corp. and State Grid Corporation of China. according to enterprises’ characteristics and requirements. For example, during 2008-2009, SCE offered nearly 200 classes in the enterprise internal programs and several enterprises attended more than once training during this time. Furthermore, SCE has developed a series of programs for Xinxing Ductile Iron Pipes Group Co., Ltd since the program’s start in 2006. This program offered training for 23 classes with more than 1200 person-times trainees from 2006 to Sep., 2009. It speeds up the thoughts renewal of enterprise management personnel, improves their technical abilities, and enhances their innovation ability in technology and management. In the enterprise training programs for senior management personnel in Ningxia Coal Industry Group Co. Ltd., about 150 person-times people in 3 classes were trained from 2007 to Sep. 2009.
The program aims to help the enterprise optimize its management composition, accurately grasp the sector’s development prospects, and enhance their ability to develop and implement their strategic plan. For the high-end training program for Yunnan Tin Company Limited, the program plans to train 350 person-times during 2008-2011. It facilitates improving the quality and innovation ability for middle and high-level management personnel.
In research and consultation, SCE puts the research results into practice and explores the construction of learning organizations with cooperative partners. The work is helpful to improve the sustainable development of the enterprise human resources. For example, in 2007, SCE developed a consultation program of learning organization for Xinxing Ductile Iron Pipes Group Co., Ltd and compiled the current situation survey and demand analysis report for learning organization of Xinxing Ductile Iron Pipes Group Co., Ltd, and drew up the overall implementation schedule of creating learning organization for Xinxing Ductile Iron Pipes Group Co., Ltd. The program was concluded successfully on March 31, 2009. As a successful case, it was written into China MOE’s General Research Report on the Operation Mechanism of University Enterprise Co-Constructing Learning Organization. On Aug.20, 2009, Our consultative program of 6S management in cooperation with Handan Iron Steel Group Co. Ltd. was launched. The program has achieved outstanding results. It will improve enterprise operation effect and efficiency and enhance enterprise image through promoting 6S benchmark management, shaping employee behavior and improving manufacture sites.
SCE establishes Alumni in various places all over the country. In Jan. 2009, the website of Continuing Education Alumni Association Tsinghua - “XIN Min ZHAI” was formally opened. Xin Min, originating from DA XUE which recorded Confucius thoughts, means striving to innovate and giving up something old. DA XUE in Chinese ancient time is similar to the today’s education above primary school. The principle of DA XUE is to improve fair virtues, to strive to innovate, to give up something old and finally to reach the perfect. SCE advocates lifelong learning. The platform, integrating information service and business cooperation, embodies co-development It strengthens the communication among trainees and enterprises.

Tsinghua University SCE actively participates in international associations and establishes international cooperative networks

As UNESCO Chair, School of Continuing Education (SCE), Tsinghua University actively takes part in the activities of international organizations and plays an active role in international cooperation and exchange.
SCE successively applied for the member of IACEE (International Association for Continuing Engineering Education) and the member of ASEE (American Society for Engineering Education) in April 2008 and actively takes part in the activities of the organizations.
SCE people participated in the IACEE 11th World Conference on Continuing Engineering Education held in USA in May 2008. SCE people, leaded by SCE consultant Professor Yu Shouwen, attended The Second IFEES Global Engineering Education Summit and the 7th Annual ASEE Global Colloquium on Engineering Education held in South Africa in October 2008 and Professor Yu was elected IFEES Vice President. In Oct. 2010, seven SCE people attended the 12th IACEE World Conference on Continuing Engineering Education (WCCEE 2010) held in Singapore.
With the support and recommendation of CACEE (China Association for Continuing Engineering Education), UNESCO Chairholder and professor Hu Dongcheng was elected the council member for a new round and the First Vice President of IACEE in May, 2008. SCE has also acted as the Secretariat of AEESEAP (Association for Engineering Education in Southeast and East Asia and the Pacific) since Sep. 2009. SCE will continue to work to strengthen liaison and coordination with international organizations to form an integrated cooperative network and better promote international cooperation.

Overview on the Research and Academic Conferences of Tsinghua University SCE

School of Continuing Education (SCE), Tsinghua University has actively conducted its research in continuing education. It has been responsible for several research subjects approved by China’s MOE or entrusted by China Association for science and technology and Chinese enterprises. SCE has also actively developed cooperative research with overseas institutions. SCE has  organized several academic workshops,large-scale international conferences and publishes periodically Reference Information on Education Training.
The research subjects done by SCE are as following:
1) Pilot Project of Cyber Schools, one of China MOE’s sub-subjects of Key Technology in Network Education and Pilot Project - a 10th Five-year plan key science and technology research project, was launched in 2001 and passed the acceptance check of Ministry of Education(MOE) in Dec. 2004. The program built a general support platform for distance education and online universities across universities. Part result of the research – large-scale Scalable Network Teaching System was nominated by MOE the second prize of National Science and Technology Progress.
2) Theory and Practice of building up Life-long Learning System in China, a key research project of MOE’s Department of Higher Education, was launched in 2002 and has successfully passed the acceptance check of MOE in March 2005. MOE’s former Vice-Minister Wu Qidi spoke highly of this program. The program explored a set of model of higher education resources export and application in creating learning organization and accumulated experience of establishing learning organizations in utilizing higher education resources. The program successfully guided several pilot programs which were reported by such mediums as Phoenix Satellite TV and ifeng news.
3) Research on the Operation Mechanism of University Industry Co-Creating Learning Enterprise, one of MOE’s Humanities and Social Sciences Research Projects, was launched in Dec. 2006. It was accepted by MOE and was exempted from final appraisal in the late of May, 2009 and concluded successfully. The program accomplished several survey reports and theses which filled the research gap. It enriched and perfected the current theoretic research system in learning enterprise and university-enterprise cooperation. It successfully guided the establishment of learning enterprise for large state-owned Xinxing Ductile Iron Pipes Group Co. The program acquired good economic and social effects.
4) Research on Continuing Education in Chinese Higher Education, a cooperative research program with ACHE (Association of Continuing Higher Education), was completed in 2007. The program aimed to investigate the operation situation of continuing education institutions in Chinese higher education and made comparisons with continuing education institutions in American and Canadian higher education. An analysis report on survey data of Continuing Education Organizations in Chinese Higher Education was completed.
5) Research on Market demand of Chinese Continuing Education, entrusted by China association for science and technology, was jointly finished by School of Continuing Education(SCE)and School of Humanities and Social Sciences, Tsinghua University. The program passed examination on May 16, 2008 and received high praise. The program deeply analyzed the characteristics, scale and direction of market demand. The research result has strong application prospect and practical significance.
6) DAETE (Development of Accreditation in Engineering Training and Education), entrusted by IACEE (International Association for Continuing Engineering Education) in June 2008. SCE finished its translation by the end of 2008, made some preliminary sorting and conclusion. Meanwhile, SCE popularized DAETE’s ideas and methods and published the Chinese version of DAETE based on EFQM. The book aroused great attention from attendees in the continuing education workshop on quality standards held by CACEE (China Association for Continuing Engineering Education) in Dec. 2008. In early 2009, under the great support of CACEE, SCE organized eight institutions in continuing education to participate in the model test. On this base, SCE drafted a test report of DAETE about Chinese continuing education. The work lays a foundation for drawing up evaluation standards of Chinese continuing education which not only suits Chinese situation, but also is of international background.
The published version is the translation of the third edition of DAETE. DAETE was jointly developed by eight universities, such as Finnish TKK, British ICL, Portuguese UP, Spanish UPV as well as American GT, RPI, UMICH and UW. IACEE takes charge of the model’s popularization and application.
7) Learning Enterprise Consultation Program, entrusted by Xinxing Ductile Iron Pipes Group Co., Ltd, was launched in 2007. The program finished tangible work in 2009. SCE has organized three theoretic trainings in leaning organization for the enterprise and finished three research reports.
8) The Current Situation Survey and Research on Standardization for Education Training Organizations, a MOE’s major subject of national “11th Five-Year Plan" programs, was approved on Nov. 7, 2008 by MOE and is planned to finish in 2011. Based on the survey on different types of training institutions, the program aims to put forward a set of standards with international background and Chinese characteristics to regulate continuing education institutions.
9) DAETE [2],cooperated with IACEE in Oct. 2010. Part of DAETIX project will be researched in 2011 concerning evaluation standardization of continuing education.
10) The current situation and training demand for party and administrative cadres in Ningxiang County in Hunan Province in Chinaentrusted by Ningxiang County Committee. The program was launched in Aug. 2010 and has been finished in Dec. 2010. Two reports were written.

Furthermore, to meet the talent demand in Chinese different economic development periods and to target the hot topics and hard issues in training sector, SCE has organized various workshops and large-scale international conferences by utilizing its effect in training sector.
In November 2007, SCE and UCEA (University Continuing Education Association) of America as well as CCEA (China Continuing Education Association) jointly held the US/China Continuing Education Forum. The theme of the forum was the building of innovative learning organizations and university continuing education. More than 180 people participated in the forum and explored such issues as Chinese and American current situation and the development trends in continuing education.

As the UNESCO chair, in an effort to carry out the new requirements by the 16th National Congress of the CPC, actively to explore the features and natural progress of continuing education, to promote continuing education and the innovation of science and technology, and to drive the establishment of lifelong education system and leaning society, it launched the first Forum on 21st Century Continuing Education   with the Continuing Education Center of China Association for Science and Technology, and the Continuing Education Center of PLA General Armament Department and School of continuing Education, Tsinghua University in 2000. Ten forums have been held until now. The tenth forum was held in Oct. 2010. The forum not only provides a platform to exchange ideas and experience for workers in the field of continuing education, but also promotes the exchange and cooperation in continuing education cross sectors, cross fields and cross regions. The ten forums’ themes are as follows:
continuing education development and innovation, and continuing engineering education and modern information technology; development strategy of continuing education after WTO; continuing education innovation and education training industrialization; continuing education and the strategy of reinvigorating China through human resource development; building up  Learning system (learning society) in continuing education; social progress and talent cultivation; the construction of innovative country and human resource development; the development and innovation of continuing education; the development strategy and cooperation of continuing education in social reform; scientific development and innovation of continuing education. The forums play an important role in promoting comprehensive, rapid and sustainable development for national continuing education.
In May 2010, SCE held International Continuing Engineering Education Seminar. The chairman and vice chairman of IACEE as well as other famous experts and professors in the circle of international continuing education attended the meeting. The meeting explored such hot issues as the present challenges in continuing education, cooperation tactics in continuing education under global market, the third mission of university and lifelong learning as well as the technology application in continuing education.

A Summary of the 1st Seminar of UNESCO Chair in China

The 1st Seminar of UNESCO Chair in China launched by UNESCO Chair in Continuing Engineering Education held in Tsinghua University on Nov. 7th ,2003. The participants is totally 18, including Mr Singo Ajisawa from UNESCO Beijing Office, Mr. LIU Jiang & Ms SHEN Rong from UNESCO Nation Committee, Ms REN Zhong hong from UNESCO Chinese UNISPAR Working Group and the faculties from the 6 Chairs in China.

The Seminar presids over by Prof. KANG Feiyu From Tsinghua University . Prof. Kang introduces every participant and expressed his warm welcome to all.

Mr Singo Ajisawa from UNESCO Beijing Office states the purpose and the development of the UNISPAR Program, and expresses the UNESCO Beijing Office will seek more opportunities for the UNISPAR Program and UNESCO Chair Program.

Mr. LIU Jiang from UNESCO Nation Committee congratulates the open of Seminar. He think the Seminar is significative and its holding is just in time. He describes the present situation and the difficulties in the Chairs future development, and he indicates that the Chairs in China is not fully active, and the number is so poor as opposed to the 500 Chairs in 190 countries. China should establish more Chairs , but the key problem is the financial support from the enterprises, so we call for the help from the UNESCO Beijing Office and the UNESCO Nation Committee.
