Enterprise Distance School, Tsinghua University
To actively answer the call of “creating a good environment for enterprises, promoting enterprises’ independent innovation and creating innovation-oriented country” by   the State Council and the National Development and Reform Commission, to better promote the construction of learning organizations for enterprises and to support sustainable development for various enterprises, in 2005, SCE co-launched with the State Council and the National Development and Reform Commission the Self-innovation Training System Project for Chinese Innovative Growing Enterprises. The project focuses on integrating domestic and overseas high-quality education resources to help innovative growing enterprises (that is, small and medium-sized enterprises) establish self-training system and to foster 1 million senior management personnel with fundamental business and management knowledge in enterprises. The project was listed in the Updating   Knowledge Project for Professional and Technical Personnel (Project 653) and the key-supported programs by national "Yin He Training Project" for small and medium sized enterprises in the country.
As an platform for implementing the project, Enterprise Distance School of Tsinghua University (EDS) was established in 2006. It uses the methods of distance education and face-to-face Lecture Hall to provide education service, including enterprise training, enterprise consultation and course customization, etc. for various enterprises. It aims to help enterprises establish self-training systems, to promote enterprises’ construction of learning organizations and to support enterprise sustainable development. At present, EDS provides nine series of comprehensive training courses with more than one thousand learning hours in a whole year of 365 days.
The courses, not limited by time, can meet the users’ requirements for synchronous learning through direct broadcasting, for self-learning through ordering programs online, and for customized courses. EDS achieves the goal of network-based teaching at anytime and at any place. EDS has worked with more than 20 provincial and municipal governments to co-organize Lecture Halls at local sites and at Tsinghua University, which satisfies the learners’ demand for face-to-face training. By the end of Sep. 2010, there are more than 1,600 group users of DES services and trainees exceed 3 million person-times, including State-owned Assets Supervision and Administration Commission of Shandong Provincial Government, State-owned Assets Supervision and Administration Commission of Shanxi Provincial Government and State Grid Corporation of China.
To further promote the progress of the project, SCE has conducted “Tsinghua-Yantai 515 talent training project” with Organization Department of CPC Yantai Municipal Committee since 2007. The project aims to choose 100 key enterprises to establish systematic and high-level self-training system, and to organize 500 middle and high level management personnel to participate in the training of advanced business and management and management abilities for modern enterprises.

Distance Project of Central Government-led Enterprises
SCE, in cooperation with State-owned Assets Supervision and Administration Commission of the State Council, launched “The Training Program for Excellent Foremen in Central Government-led Enterprises” in 2008 and “Distance Training Program of Post Management Capability Accreditation for Team Leaders in Central Government-led Enterprises” in 2009. The Excellent Foremen program, combined with many cases studies, analyses and discussions, introduces forefront theories and practice experience into the lectures. By the end of Sep. 2010, the program has offered two training classes with more than 280 people. “Management Capability Accreditation for Team Leaders program” takes full advantage of modern distance education technology with low cost and without limitation in time and space. The program solves the problems concerning heavy training work, a wide range of training and scattered trainees who are not easy to concentrate. The courses not only include basic management knowledge, but also focus on the management skill required by the post. It facilitates the improvement of comprehensive management ability and qualities for team leaders in Central Government-led Enterprises, promoting learning organization construction and enhancing core competitiveness of Central Government-led Enterprises. More than 1,5000 person-times in 2009 and nearly 1,2000 person-times from Jan. 2010 to Sep. 2010 concerning communication, energy, electric power, steel, metallurgy, mechanism and space sector, etc. have been trained.
SCE have also cooperated with China Southern Airlines Company Limited to conduct Excellent Foremen program.

Education-Aiding-the-Poor Project
Under the national strategy of supporting economic construction in poverty-stricken areas, SCE launched Education-Aiding-the-Poor Project in 2003 with the vision of “Education Serves The Society” and the mission of “Spread Knowledge, Eliminate Poverty”.
The project provides high-quality education and training resources of Tsinghua University free of charge to impoverished rural counties. By the end of 2010, 981 Distance Learning Centers have been established in 941 county-level education organizations in 27 provinces, municipalities and autonomous regions, covering 522 key counties in the work of national poverty alleviation and development, meanwhile, 2424 Second-level Distance Learning Centers,Cooperated between Tsinghua University and HKS EDUCATION FUND LIMITED,have been established for Students in rural Primary and Secondary Schools. The Summer Service and Learning Program under Education-Aiding-the-Poor Project has also organized students in American universities to go to poverty-stricken areas to disseminate knowledge and eliminate poverty through education.
The Summer Service and Learning Program was launched in 2006 and co-organized by Tsinghua University School of Continuing Education, Tsinghua University Committee of the Communist Youth League and Tsinghua University Labor Union. The program was successively funded by Wang Foundation in USA and Tseng Hin Pei Charity Fund in Hong Kong. By the end of 2010, 1310 teachers and students from Tsinghua University and 282 teachers and students from over 20 American Universities and volunteers from Hong Kong have gone to the counties, in which the Distance Learning Center of Tsinghua University is, to teach English, computer and give lectures for local teachers and students in primary and middle schools as well as conduct social survey and cultural exchange.
By the end of 2010, over 3000 study hours of various types of distance and face-to-face training courses are given annually for free. The program had given training to more than 1 million person-times.
Besides the training for the cadres, healthcare workers, students and teachers in primary and middle schools and farmers in rural areas, SCE pays high attention to rural technician training and offers free training programs for them in IT, electrical work, automobile repair, mechanical maintenance and mechanical processing to prepare them to enroll in schools, find jobs or start business. For example, in 2005, SCE organized 16 trainees from Yunnan Shangri-La to Beijing free of charge for training and internships in an automobile repair factory for one month. SCE also selected 10 excellent students in poverty-stricken areas to take part in IT related training programs at Tsinghua for 3 months from the middle of March, 2006. In March 2010, SCE organized 30 trainees in poverty-stricken areas free of charge to the Fundamental Industrial Training Center of Tsinghua University to train fundamental knowledge in electronics and mechanical processing for 1 month.  The program was founded by Chinese-American Mr. Yu Yuan.
