Keynote speeches were delivered by Mr.Shen Aimin from CAST, former director Xu Heping from Ministry of Science and technology (MOST) and Vice Director of HR department Lai Xinli from Changan Automobile Company on the following subjects of government function transferring and continuing Education, implement innovation drive and development strategy, as well as Talent First, Create the first-rate automobile company in the world. 27 Excellent paper authors like Mr. Ming Daofu from Beijing Institute of Technology School of Continuing Education and Distance Education also made speeches in the sub-forums. The participants shared the domestic and overseas newest ideas, situation, policies and tendencies, exchanged and discussed work experiences in conducting continuing education in various sectors. It played an impetus role in jointly doing continuing education well in the coming years.

The forum was jointly hosted by the Continuing Education Center of China Association for Science and Technology, School of Continuing Education (SCE) of Tsinghua University, the Continuing Education Center of PLA General Armament Department, and the UNESCO Chair for Continuing Engineering Education, and organized by SCE.
The opening ceremony was hosted by Deputy secretary of the party committee Yan Guizhi from SCE. Dean Gao Celi of SCE addressed the opening ceremony. The famous economist and professor Zhou Shijian made a keynote speech, deeply interpreting the newest developments and trends of domestic and overseas micro-economy. The forum had four sub-forums.
The papers in the forum cover many aspects concerning continuing education, such as development strategy, management mechanism, operation model, program and course development, quality insurances and cooperation and exchange, etc. These research results will play an important role in promoting practice and innovation in continuing education.

The forum explored some issues regarding continuing education development in the information society, which broadened the participants’ horizon, promoted exchanges and cooperation among participants, and promoted the continuing education career’s development on the continued and sound track in new historic condition.

Vice Dean Yan Guizhi from SCE of Tsinghua University, Director Hu Liming from the Continuing Education Center of PLA General Armament Department and Vice Dean Zhou Yong from Shanghai Amateur Science and Technology Institute were invited to deliver speeches. Vice Dean Yan Guizhi analyzed basic attributes and characteristics of continuing education based on the concepts, the connotations and their correlations of lifelong learning, adult education and education training. Combined with current development and problems in continuing education, Vice Dean Yan Guizhi deeply explored such issues as strategy positioning of continuing education, economic and educational features and their relations of continuing education, standardized management of continuing education, creation of core competition and quality building of professionals in the field of continuing education. Vice Dean Yan further put forward some reform and innovation ideas to future continuing education. In addition, Director Hu Liming and Vice Dean Zhou Yong respectively made prospective analysis on such hot issues as the construction and development of continuing education forum characterized by integrating military with civilian purposes and the function positioning of continuing education in the system of association for science and technology in the field of international and domestic continuing education. Over 40 participants attended presentation sessions, such as Vice Dean Qu Bing from School of Adult Education of Peking University, Vice Director Chen Jun from Continuing Education in Zhejiang University as well as Chen Xiaogeng and Wang Xiaoping from School of Continuing Education of Tsinghua University.
In the forum, cooperated with the Continuing Education Center of PLA General Armament Department, a sub-forum of military system was jointly organized by Military Training Center for Both Military and Civilian Service in School of Continuing Education, Tsinghua University. More than 10 participants from military system and military resettlement system made speeches, sharing training experience in retired military officer resettlement and discussed the current situation and exiting problems of the on-line courses of resettlement training for retired military officers. The form creates a new cooperation model between SCE training centers and its customers and gives an active impetus to strengthening the exchange and links between SCE training centers and its customers.

The experts analyzed the current situation and issues in Chinese continuing education and the critical points in the innovation development of continuing education providers in the system of association for science and technology from the aspects of the great significance of talent development strategy as top priority, the first task of continuing education and the scientific development requirements of continuing education.
Nine attendees in the sub-forums made reports on such hot issues as the management and operation mechanism of continuing education as well as the model and means innovation of continuing education as well as the standardization research of continuing education.

The forum was hosted by School of Continuing Education (SCE) of Tsinghua University, and organized by the UNESCO Chair for Continuing Engineering Education, the Continuing Education Center of China Association for Science and Technology, SCE of Tsinghua University and the Continuing Education Center of PLA General Armament Department. It was also supported by Personnel Department of Guangxi Zhuang Autonomous Region and Sub-association of Continuing Education for Chinese Association of Higher Education.
The Forum took the development and innovation of continuing education as its theme and discussed the following four topics: development strategies of continuing education, assessment system for quality control, professional and technical personnel cultivation, and university enterprise cooperation models exploration.
Vice President Wang Jingsong from Tsinghua University made an address at the opening ceremony. He pointed out that the continuing education should be planned scientifically, should develop harmoniously, and should obey and serve national politics, economy, and cultural development strategy as well as should play a significant role in the cultivation of party and administrative cadres, management personnel as well as professional and technical personnel.
Vice Chairman Jia Zhongjie from CACEE(China Association for Continuing Engineering Education) represented the chairman of CACEE and the former Vice Minister Dai Guangqian of Ministry of Personnel(Now is Ministry of Human Resources and Social Security of the people’s Republic of China) to attend the forum.
He concluded the great achievements of Chinese continuing education since the reform and opening-up and made clear the present development direction and key tasks under new situation.
The Chairholder and Professor HU Dongcheng, also Vice Chairman of Tsinghua University Council and Dean of School of Continuing Education, Tsinghua University delivered a keynote speech, focusing several outstanding issues to deeply analyze the basic characteristics of education training and current development situation and to put forward the ideas of reform and innovation of education and training.

President Tan Yew Sing made a remark on the development strategy and models of continuing education.
The forum achieved great success. The forum reached the largest scale over previous years. The forum has become a good form and an effective carrier for research and experience exchange in continuing education. It plays an active role in promoting the continuing education development in China.

The forum was hosted by School of Continuing Education (SCE) of Tsinghua University and Hulunbeir College. The Forum on 21st Century Continuing Education was jointly launched by the UNESCO Chair for Continuing Engineering Education, SCE of Tsinghua University, the Continuing Education Center of China Association for Science and Technology and the Continuing Education Center of PLA General Armament Department in 2000.
The forum discussed from the following six aspects: national development strategy; making clear the scientific position of continuing education; management in accordance with law; improving legal system for continuing education; casting training brands of continuing education from the point view of development; innovating technology and innovating training methods of continuing education; making better professional military education to promote military talent strategy project; establishing an convergence mechanism of  career qualification accreditation and continuing education training.
The Forum aimed to promote continuing education and the innovation of science and technology and promote economic development through exploring the characteristics and natural progress of continuing education under new situation. It also aimed to lift the continuing education’s status and role in implementing the strategy of reinvigorating China through human resource development and creating learning society. The forum provided an exchange platform for workers in the field of continuing education.

Joint Symposium on Carbon Materials to Save the Earth
Expected result:
Carbon materials are important tools to solve energy, electronics and environmental tasks and problems. Recent progress in research and development on carbon materials is remarkable and Chinese, Korean, and Japanese are now increasing very much their contributions. Hence we propose a joint symposium, “Carbon Materials to Save the Earth-Chinese, Korean, and Japanese Contribution-”. Through the symposium we will try to find ways to plan real program of our cooperation in research, development, and commercialization of carbon materials for the earth. Governments of three countries will be invited to join us.
